, as a rule, B&W (and color shots as well) should contain ranges of black (RGB 0) to white (RGB 255).
Lightroom does that with the highlights (drop them to 0) and shadows (crank them to full), then adjust the whites and blacks until the histogram just touches each end, and go from there. For mots landscape shots I take that step is part of my standard workflow - I'll be adding a tutorial on it soon ;)
Expanding the range from top to bottom of the historgram would bring the out drama in this photo. It looks like there's something good to work with here.

Powerful image of the modern world
I feel its a little flat tho, maybe try upping the contrast, I firmly believe that a B&W shot should have the full range from pure white to deep black
